Born in Castellón de la Plana in 1962, he has a degree and a doctorate in Mathematics from the University of Valencia. He was a professor at this university from 1985 to 1991 and then joined Universitat Jaume I, where he has been Professor of Computer Science and Artificial Intelligence since 1998. He was chairman of the organizing committee of the 11th International Conference on Industrial and Engineering Applications of Artificial Intelligence and Expert System.
As management experience, it is worth noting on the one hand that he was President of the Castellón Port Authority from September 2015 to the present, a period in which PortCastelló became the most profitable Port Authority in terms of equity and grew twice as fast as the average for a port system; on the other hand, at Universitat Jaume I he was Rector for the period of 2001-2010, Vice-Rector for Research and Planning in 1997-2001 and Vice-Rector for Economic Affairs and Planning in 1995-1997.
As Rector he promoted the first image and communication plan of a Spanish University and the Strategic Plan and Strategic Management System that led to obtaining the highest European seal of excellence in management, the EFQM 500+, a seal he has been renewed successively. In addition, he chaired the Network of Communication Offices of Spanish Universities between 2002 and 2010. Since 25 February 2020, he has been president of the State Port Authority.
